What ESG Does

The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act, including major revisions to the Emergency Shelter Grants program, now the Emergency Solutions Grants (ESG) program.

The ESG program is designed to identify sheltered and unsheltered homeless persons, as well as those at risk of homelessness, and provide the services necessary to help those persons quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness

KHRC plans to release information on the new timeline for the ESG application and proposed training and planning sessions. 

At this time it is important that all existing and prospective ESG applicants become familiar with the changes and new regulations for the Emergency  Solutions  Grant.

How ESG Works

ESG is designed to assist homeless individuals and families. However, applications are only accepted from local units of government. They, in turn, use the funds to contract with local qualified nonprofit organizations that serve the homeless.




Eligible Activities

Funds may be used for rehabilitation of current homeless facilities, conversion of buildings for use as emergency shelters or for essential services and operating expenses which provide for certain costs, such as salaries for those persons operating shelters, maintenance, insurance, utilities, furnishings and homeless prevention activities.
